BASS does not support MIDI, and directmusic is a bit of a pain if you just want to play a standard mid.
If you want i have written a VB Module designed for playing mid's and is easily added to your project.
i.e
OpenMidiFile("MyMusic.Mid")
PlayMidiFile
StopMidiFile
CloseMidiFile
If you want me to send it to you post here and i'll send it to you.
